I heard of a council trying to implement fines for anyone who left their garbage bin out on the street for over 24 hours.

I understand the idea: It’s to prompt people to keep their streets tidy by putting their bins away after the rubbish is collected. It also stops the bins from becoming a hazard on the road/footpath should they be knocked or blown over.

But 24 hours — and the size of the fine — seems stupid.

Hypothetical:

I put my bin out at 9am as I leave for work. After works I go out, have a few drinks, spend time with my friends, and return home a 2am. I get into my house, collapse into my bed, and have a well-earned sleep.

Whoops. Forgot to bring the bin in. Guess when I wake up at 10am the next day I earned that fine as well.
